Would 0bama's credibility towards amnesty be heightened, if he waited until his reelection ?

Before presenting it to Congress. Wouldn't this take away the suspicion that he has ulterior motive and really does care about the illegal immigrants? Skeptics believe that he just wants a huge Latino voting bloc and amnest is the sure fire way to get it. What say you ?
